Steps to go through OOBE without Internet

  1. Turn on unit to get to initial screen of OOBE

  1. Press Shift + F10 to open Command Prompt

 

 

  1. Click Command Window then type start ms-cxh:localonly and press enter

  1. Local User Creation Window Pops Up

 

 

  1. It will Say Hi and loading items then bring you back to Privacy Settings to choose settings

  1. After you complete this step it brings you to the desktop and you’re done with the OOBE
