Q: If my TPM in BIOS is enabled but status is Disabled and Inactive, how do I change it to Enabled and Active from within windows so we can deploy it across the organization instead of touching each unit within BIOS?

A: Please create a batch/script file with the following command to run on each unit.

manage-bde –tpm –turnon

This will put the status of the TPM to Enabled and Active
